Titled Industrial Policy for the Intelligence Age, the document outlines a framework to ensure advanced systems benefit humanity through shared prosperity and resilient institutions.

The proposal calls for the creation of a national Public Wealth Fund to distribute efficiency dividends to citizens. This fund would be fueled by AI company contributions, ensuring that economic gains from automation are not concentrated within a few tech giants.

To address job displacement, the blueprint suggests a fundamental overhaul of taxation. OpenAI advocates for raising corporate and capital gains taxes while exploring robot taxes on automated labor to sustain social safety nets like Medicaid and Social Security.

The company also proposes a 32-hour workweek with full pay to leverage AI-driven productivity gains. This shift would be supported by portable benefit systems and auto-triggering safety nets that increase assistance when economic data shows high rates of AI displacement.

Beyond economics, OpenAI emphasizes the need for containment playbooks to manage rogue or self-replicating AI systems. The document stresses that safety efforts must evolve from pre-deployment testing to continuous, real-time auditing of models operating in the wild.

To foster dialogue, OpenAI is establishing a pilot program of research grants up to $100,000 and opening a new workshop in Washington, D.C. this May. Public feedback is encouraged through a dedicated channel as the company seeks to refine these exploratory ideas through democratic processes.
