Viettel AI and Presight, a prominent data analytics leader from the United Arab Emirates, have signed a Memorandum of Understanding to co-develop generative artificial intelligence and big data solutions. The agreement was finalized in Dubai during a high-profile business session attended by Vietnamese Prime Minister Pham Minh Chinh. This partnership represents a significant step in linking Vietnam and the UAE through sovereign technology and digital innovation, moving beyond traditional telecommunications. The collaboration centers on the creation of generative AI tools capable of producing high-quality text, images, and video content based on localized data. Beyond creative applications, the two firms will work together on smart city operations and enterprise-grade big data analytics. By pooling their technical resources, both companies intend to accelerate digital transformation efforts across their respective regions and expand into international markets. A primary objective of the alliance is the development of localized language models. Nguyen Manh Quy, CEO of Viettel AI, stated that focusing on native language products will allow the firms to deliver better experiences for users in each country. This approach ensures that digital tools are culturally and linguistically attuned to the specific needs of citizens in both Vietnam and the Middle East.
Viettel provides the largest data center infrastructure in Vietnam, which is essential for processing the massive datasets required for AI training. Presight, as a member of the G42 global AI ecosystem, brings advanced market expertise and applied intelligence platforms used in public services and energy sectors. Both entities have also committed to developing a specialized AI workforce to support the long-term growth of these high-tech initiatives.
During the ceremony, Prime Minister Pham Minh Chinh highlighted that the two nations are becoming increasingly connected through digital infrastructure. This technological synergy acts as a cornerstone for the broader diplomatic and economic alignment between the UAE and Vietnam. The partnership is expected to drive efficiencies in logistics, finance, and government services through the deployment of specialized virtual assistants.
This partnership signals a strategic shift toward Sovereign AI, where nations prioritize building models on domestic infrastructure rather than relying on external platforms. For Viettel, Presight offers a gateway to the high-compute G42 ecosystem and Middle Eastern markets, while Presight gains a foothold in the rapidly growing ASEAN digital economy. By focusing on localized voice and text processing, the alliance positions itself to dominate public sector AI applications where linguistic precision and data security are critical requirements. This collaboration essentially transforms the bilateral relationship from traditional telecommunications into a high-value tech exchange that supports the newly signed Comprehensive Economic Partnership Agreement.
